Under the laws of all states in this country, the service of a summons and complaint out of state is mandated to be done by sub-service, personal service or certified mail return receipt requested. From what you have written, service of the summons regarding child support matters if it is a brand new filing is improper if not made certified mail, return receipt requested if you live outside the state where the action has been filed.
