How do I enforce our divorce decree if it stipulates that my ex-husband pay half of the bills we incurred while married?
The divorce papers state that he is responsible for half of the debt but how is this enforced?

You can take him back to court to enforce the decree, by filing a petition for contempt of court, in the court that issued the divorce.
