Are minimum bench fees for declined repair estimates legal, if the estimate is higher than a new unit from an authorized dealer even costs?

I took a pair of speakers to a repair shop. They needed to leave them on for a few hours and wait for one of them to eventually start ticking continuously, then turn them off, pull the circuit boards out of the affected one, and diagnose the electronic problem. Two months into taking them there, they’d finally done the first step, but then just called the manufacturer to replace the entire back amp bin on it. They’ve said nothing about not finding any bad caps or anything on the boards prior to doing this. Doesn’t this sound like a scam?

Sounds like you have been taken for a ride. You should file a consumer complaint against the store with the state attorney general and the Federal Trade Commission. Then if this entity has a corporate office, contact the corporate office or a regional manager to go over the matter and see if you can get a new set or basically get money to replace these.
