If my father was arrested and will be in jail for a few years, how do I recover the items he had with him at the time of his arrest?

Such as his wallet, car keys, etc.

You need to meet with his counsel and/or the prosecutor to see if he will allow those items to be given to you or if the prosecutor does not need them for evidence. Your father's arrest is the beginning of the legal process; the prosecutor may not wish to relinquish anything if it may be important in his trial.
