What are my rights if I had my house raided by my probation officer?
They found a scale, 2 pipes and about a half gram of weed. They also seized my cell phone. Is there a way for me to get my phone back before they get a warrant to search through it?

I suggest that you consult with a criminal defense attorney in your locality to see what your legal options are. Most likely, as a condition of your probation the probation officer was allowed to enter your home and seize any contraband that would be in violation of your probation.
