What to do if I was charged with petty theft when I was 13 and I’m trying to get this off my record?

I believe they offered me to attend the diversion program, but my brother who did not know about this case said no to it. Is there a way to attend it now to get this off my record? If yes, then how do I do it? Also, will colleges be able to see this on my record?

If you were convicted as a minor of the misdemeanor that you have written about, your file is sealed per court order and not open to public scrutiny. As such, colleges will not be able to see this file or know about your prior trangression.
