If I’m a naturalized US citizen and my mother got her green card from me, if she marries marry a US citizen can she petition for my 19 year old sister get a green card?
If yes, who petitions for it? My mom or her new husband? Will it be under an immediate relative since he is a US citizen; will it be under f2A since she is a green card holder; or am I completely oblivious here?

The husband who is the US citizen can only petition for your sister IF he and your mother got married PRIOR to your sister turning 18. If so, then he can petition for her as an immediate relative. If not, then your mother has to petition for her under the F2A preference category.
