The decision as to whether or not to drop criminal charges rests with the prosecutor and not with the a victim. Accordingly, a case may be prosecuted over a victim's objection and without their cooperation; so long as there is other evidence to support the charge the case go forward.
The fact is that, prosecutors may be unwilling to drop a case since they do not want offenders to think that that if they can intimidate a victim, the charges will just disappear.
