Yes, if you don't have a written employment contract, your employer may do this that is because without a written employment contract, you are an "employee at will" and may be disciplined anything up to and including termination at any time, for any reason whatsoever--including use of PTO, even previously approved PTO.
If you have a written employment contract, you may not be disciplined in any way or for anything which would violate the terms of your contract.
