Someone who is suspended may file for unemployment benefits. Whether you are eligible for receive them depends upon why your certification was suspended if it was suspended for misconduct of some kind, such as might in other circumstances constitute grounds for firing "for cause," then you would not receive unemployment, since being separated from employment due to misconduct makes one ineligible.
