What can my wife do if she was recently offered a promotion to which she verbally accepted but has now declined due to not feeling safe in the area where she would be working?

She has signed no paper contract, nor has she recieved any benefits from the promotion. The employer that offered the position told her she will arrive tomorrow or be terminated. He even went so far as to call her manager at the store she currently is at to tell them she will come if she likes it or not. This coupled with some blatant lies and pressuring her into accepting has caused her to contemplate quitting. Also worth noting, he gave her his personal cell number to call. Can there be any legal ramifications for this,or is the employer completely in the right?

Unfortunately, there may not be much that your wife can do. That is unless she protection under an employment contract, union agreement or even company policy. Also, her treatment cannot be the result of employment discrimination or retalaition. Otherwise, her your wife's employer can require her to work where it wants and terminate her if she fails to do so.
What many workers are unaware of is that most employment relationships are what is known as "at will". This means that an employer can set the terms and conditions of employment much as it sees fit subject to the above. If an employee does not comply with these terms/conditions, they can be discharged. In fact, an employer can terminate an employee for this reason, any reason or no reason at all, with or without notice.
