If a hotel has charged us for damages to an outside window that we do not believe we committed,are they allowed to charge us with no proof that it was from previous renters?

They can ask you to pay; if you refuse to do so, they would have to sue you in court and win (by proving by a "preponderance of the evidence," or that it is more likely than not, that you did the damage). If they charge your credit card without permisson or authorization, you should be able to dispute the charge and have your insurer deny or reverse it, if the hotel does not have reasonable proof you caused the damage.
