Most likely, the County will claim that the tree falling across the road is an act of God and therefore will claim that it is not liable and will deny your claim.
If you have comprehensive insurance on your auto insurance policy, it would be advisable to file a claim with your company for the property damage (cost of repairs to your car) minus the deductible.
