In 2011 I signed a vehicle over to
my husband that was in both our
names as part of divorce. He never
had my name taken off the title.
He has just passed away. Is the
car legally mine now?

The title is cloudy... but the vehicle still belongs to your husband or husband's estate.  This is because there is an order that says it's his.  If you try to sell it, you could be liable for theft by fraud because you know that your husband was awarded the vehicle.
