Unfortunately, anyone who is creating or contributing to excessive noise can be ticketed for it--the police are not limited to just ticketing the employer or contractor in charge. The employees, etc. who were ticketed will have to show up for the court date on the ticket (or just pay any fines, if they choose and don't want to appear); if they do show up, there is a reasonably good chance the tickets vs. the employees will be dismissed.
