Can I have another part-time and earn while on an H1 visa permit?

I am on H1 visa in tech sector and want to supplement my income with another part -time job and earn. Is that OK on an H1 visa permit? What are financial/INS implications. I am ready to pay the income tax on second income

You can do that only if the other employer files and gets approved a H-1B visa on your behalf.  The visa you have already is an employer specific visa and does not enable you to work for anyone else.  But you can certainly have concurrent H-1B employment with two employers provided you have two separate H-1B visa petitions approved.
