Who would you be suing? You can only sue someone who is at fault in causing your loss: that is, for example, if a contractor or utility company, etc. was digging nearby and accidently, or carelessly, severed the line. In that case, you could sue the person or company which caused the break and disruption. But if this was simply and line that broke due to age, normal wear and tear, etc., no one is at fault and therefore no one is liable, or responsible for, your loss.
