Can my employer require me to buy/have a smart device for work?
I will be using it to clock in and out using an app of some kind. I currently only
use an old flip phone not compatible with their app.

In an "at will" employment arrangement, a company can set the conditions of work much as it sees fit. This includes requiring employees to have a smart device for work. This is true unless this action violates the terms of an employment contract/union agreement or constitues some form of legally actionable discrimination. Otherwise, if you don't get the device you can be terminated.
