been with this employer for over three
years and there has never been a
problem until now with my signature is
this something they can do

While this seems rather unusual, it is legal. That is unless this action would violate the terms of an employment contract or union agreement. The fact is that most employment is "at will", which means that a company can set the conditions of the workplace much as it sees fit, absent some form of legally actionable discrimination.
