How to find out about pool age restrictions for residential pools?

We live in a neighborhood with a pool that’s for residents only. The HOA is forbidding my 17 year old from bringing her younger siblings to the pool. They say it’s only 18 and older and 14 and older when they come alone. This is a new rule but I can’t find a law. What is the law on this?

There is no general law on the subject. Rather each pool owner can make the rules for his, her, or its pool. In this case, the rules are set by the HOA and they have the authority to do this. They could also change the rules, if you can convince a sufficient majority of the board to do so.
