Sponsoring Parent and their dependent

I want to sponsor my mother and my 13 year old brother who is her dependent and
my question is that do I have to fill out the form i-130 two times for each of
them even though my brother is her dependent? If not, how should I go about this?

Yes, you have to submit two separate applications but keep in mind that while your mother is qualified as an immediate relative and the visa will be immediately available and she can immigrate within about a year, your brother will be considered a preference 4 petition and that takes about 10-12 years before a visa can become available.  Unless he qualifies for humanitarian parole separately, he will not be able to immigrate at the same time as your mother.
