What are the chances of me getting my citation dismissed when it’s my first offense ever?

I’ve been driving for 7 years and the traffic citation is improper passing and driving within the emergency lane. I was on my way to school to pick up a diploma after work and the emergency lane tempted me; I was limited on time as the office closed at 5 pm and there was traffic.

Based on what you write, you are unlikely to get it dismissded. Being in a hurry--which is what explanation comes down to; you were in a hurry--is not a defense to any traffic offense or citation, including improper passing or being in the emergency lane. (After all, most traffic offenses, such as speeding, are committed because someone is in a hurry.) It is not unlikely that the prosecutor, in order to efficiently dispose of the case, will agree to dismiss one charge if you plead guilty to the other one, but it is very unlikely it will be fully dismissed since, as stated, you do not have an actual defense.
