   It certainly is not if the child is a minor!  But there are questions.  How did a stranger get your child's picture?  Is the picture sexual or just a school photo type of thing? Did your child post it in a public internet space?  How old is the child? Where was it posted to?  Do you know who the stranger is?  Is there comment accompanying the photo? 

   This could be a very serious criminal offense or it could be that your child posted her picture publicly and somebody picked it up and broadcast it.   Talk to your child, get the facts, make sure they are accurate.  If he or she did post their picture, this should involve a very serious conversation with the child.  Still, it sounds like it could be a dangerous situation, and you need to get to a good criminal lawyer, right away.
