Can part time workers be granted vacation time do they have rights?
my mother is a part time worker who wants to take two weeks off vacation, her boss says no and says she can have two days off max. My mother has worked there for years, is this right for her boss to say?

A part time worker has no right to vacation time. And in New Jersey, as in other states, if you don't have a contract, you are an employee "at will," which means the employer does not even need to have a reason for firing someone. There are a few limited exceptions to that, but nothing you've put in this question suggests that any of those (unlawful discrimination, for example) fits here.
Your mother's boss is within his rights under the law.
