As it relates to the state of New Jersey (from which you are assumedly writing), the answer is yes. An executive pardon is a method for "erasing" or clearing a criminal record for those that are not eligible for the expungement process under the state laws. It is my understanding that there are written rules regarding what the Governor's criteria are for granting an executive pardon or the time frame with in which you can apply. You start the process as follows: by requesting a state pardon application in writing to Clemency Investigator, New Jersey State Parole Board, P.O. Box 862, Trenton, New Jersey 08625. Completed applications must be signed and acknowledged by a notary public.
