Can a property manager conduct a routine maintenance inspection?

I received a letter that the owner has requested a routine maintenance inspection of the house I rent. I have rented quite a few times and have never had anyone do this to me before. I just find it odd that they want to come in, especially since I have not asked for anything to be repaired. My main complaint is the timeframes. Somewhere between 8:30 to 3:30. Don’t they have to give me a specific time?

In CA, the landlord is required to give the tenant 24 hours written notice before entering.  The landlord's entry has to be during normal business hours.  The exact time does not have to be stated.  If it is an emergency, no advance notice of entry is required.

I understand that the routine maintenance inspection is an inconvenience for you, but the landlord can claim that the purpose is preventative maintenance.  As long as the landlord complies with the notice requirement  in this non-emergency situation, the landlord has the right of entry.
