Yes, your employer can force you to use your personal cell phone for business--an employer is free to set the terms and conditions of employment, including that an employee will provide and use his or her own cell phone. Furthermore, the employer is not obligated to reimburse you for the use, though it is certainly able to, should it choose to. If not reimbursed, you may be able to claim some of the cost of the phone and phone plan or calls as business expenses and take a deduction--this is something you might discuss with your tax preparer.
