Who is legally responsible for the debt and making sure accounts are closed and reported when a person dies?

My boyfriend, and father to my son, passed a couple of months ago. His family came and took his estate leaving me and my son with nothing. I would like to know who is the natural heir to his estate and who is legally responsible for his debt since his family isn’t taking care of it?

If the person dies with a will, then the executor of the will has to do these tasks. If the person dies intestate, the appointed adminstrator will do these tasks. The appointed adminstrator is normally in the order of spouse, children, grandchildren, parents, issues, etc.
