Can you get an accident citation on private property such as a parking lot?
I was backing out and the other person had to be speeding because I looked both ways and watched in my rearview mirror. My insurance has taken care of any damages.

Yes, one can get a citation (infraction) for causing an accident on private property. The driving laws of all states in this country apply to private and public lands.
If no law enforcement officer responded to the scene of the accident, then there is not a very good likelihood that a citation would be issued well after the incident that you are writing about. If your carrier believes that the other driver was at fault for causing tha accident, then your carrier might bring a "subrogation" action against him or her.
