Yes, your employer may require this. Employers can set the terms and conditions of work, including that you be accessible after work, have certain devices with you and on, etc.
If you an hourly employee, any time that you actually spend working after hours (e.g. answering emails), is work time and you should be compensated for that work time, so long as it is not de minimis. If you are salaried, however, there is no additional compensation for this time.
