Yes, a school district, or any employer, may do this. Employers set workplace rules, terms, and conditions; those rules could legally include no use of personal technology for work or at the worksite.
The rule also, by the way, makes sense in this case (though it is not required that such rules make sense): by not allowing you to use your personal iPads, the school minimizes the risk of inappropriate content; reduces the risk of your technology being a vector for viruses and worms; and avoids potentially being liable to you if they are damaged or destroyed at work.
