As a practical matter, you're probably right--in most cases, a manager with whom you've never worked cannot meaningfully evaluate you.
Legally though, unless you have an employment contract, you are an employee at will. As an employee at will, you could be retained, promoted, or given a raise or bonus--or conversely, disciplined, denied a raise or promotion, demoted, have your pay cut, be suspended, or be terminated--for any reason whatsoever, including an evaluation by a manager who has never worked with you and has little or no practical basis for his or her evaluation. Unfortunately, employees at will have very few employment rights.
