The attorney does not have to be from the same county as you to represent you. As long as the attorney is a member of the State Bar, the attorney can represent clients in any county in the state.
If the attorney is not a member of the State Bar in your state, but is a member of a State Bar in another state, the attorney can represent you but will need to petition the court to be allowed to represent you.
