As a general matter, yes--employers set employees' pay, and may change it, including cutting it, at will, without notice. This can be done at any time on a forward-looking or prospective basis; that is, your pay can be cut for all you work you do from the time of the announcement or notice of the reduction forward, but it cannot be reduced for work you have already done. The exception would be if you have an employment agreement or contract setting your pay; if so, the terms of that contract should be enforceable.
