Can property management claim to have billed us incorrectly and now charge us for it now?
I was “mistakenly billed incorrectly†on previous gas/heat on rent statements by Property management. Basically they claimed to have charged us lower than what they were supposed to on multiple statements and are just now adding them onto our current rent bill. Are they allowed to do that? Our bill now is 5x higher than what it normally is.

It is entirely possible for you to have been improperly for gas and heat on rental statement and be sent a new bill with the alleged correct amount. Whether you should be obligated to pay the new amount invoiced you is another issue.
I would carefully scrutinize the new invoice and meet with your property manager over the situation. You should also consult with the company that provides you with heat and gas as well to verify the higher charges.
