Many people do carry insurance on cars in someone else's name.  Kids may be using a car that is registered in their parent's name-- thus a name mismatch.  When people first purchase a car, it will be in another person's name until the paperwork is complete.  The name mismatch is really only an issue if the company you are purchasing insurance from makes it an issue.  So, the issue you face will not be in the legality, but rather the willingness of the company to issue a policy when the beneficiary and owner do not match.  This can be confusing when deciding who to make payments to should the car be totaled, so the purchaser will want to make sure the policy outlines who is the intended receiver of any eventual proceeds.
