What to do if I was inappropiately touched at work, reported it to management but nothing was done?

This has happened multiple times and I feel unsafe and uncomfortable at work. The co-worker who is the abuser is highly favored and I feel that I may lose my job if I go much further.

Not only is sexual harassment illegal, but retaliating against an employee for reporting it is illegal, too--so you may not be fired for reporting it. If you report harassment and the employer does not take reasonable steps to investigate and deal with the situation,  they may be liable to you for their inaction. From what you write, you may have a legal claim; you should contact the federal EEOC, your state department or division of equal/civil rights, and/or an employment law attorney, to discuss your rights and possible recourse.
