If a trial court fail to afford a post-conviction petitioner the same relief afforded other petitioners similarly situated, is this a manifest injustice or miscarriage of justice? And what can be done to rectify the situation?

Once an appeal has been dismissed it is dismissed and cannot be reconsidered. As to your other questions, to determine if there was a miscarriage of justice about the relief that you did not get, you need to consult with an attorney to see what legal recourse you may have.
