Is it necessary to have an attorney or do courts offer this type of deal with or without representation?

The court isn't going to offer you any "deal". It would be advisable to have an attorney to try to have the charge reduced or dismissed altogether. If the charge is not dismissed, the attorney can pursue expungement in the future.
