If a distant friend has died without a Will, is there anyway that I can become administrator of the property he owned?

What kind of paperwork need to be submitted or court processes need to be held? He had no wife, children, surviving parents or siblings and I understood most of his estate

I am so sorry for your loss. You need to submit a Petition for Administration of his estate.  The court will ask your relationship to the decedent and you will most likely have to supply affidavits of heirship and publish notice of his death for creditors as well as any long lost relatives.  It could prove to be an intricate process and you may wish to consult an attorney.  Good luck.
