If I won a scholarship for $1000 a year ago but the organization has not paid me or my university, can I sue/?
It has ailed to return any emails regarding the situation.

Did you pay anything or do anything (e.g. work for the organization) in exchange fo the scholarship? If you did, there was an enforceable contract and you could sue them for breach of contract. However, if you did not pay or do anything to get the scholarship, it was most likely a gratuitous (or "free/freely made") promise, not a contarct (because a contract requires "consideration," or basically something given for something gained or promised), and, if so, you cannot enforce it; the courts do not enforce gratuitous promises, unfortunately.
