Is that legal? I thought there were replacement mandates that after so many years they would need to replace the carpet anyway (thought was 5 years). She asked for carpet replacement after 6 years and they never did it and is now charging her $500 for a 10 year old carpet.

Under the laws of all states in this country reasonable wear and tear to carpets does not have to be compensated by a tenant. Carpets are depreciated over a period of seven (7) years. From what you have written, your mother is not responsible for paying anything for new carpet.
