I bought a car recently, the dealer forgot to
collect the down payment. The contract says I
paid 1,000.

Yes, you are legally obligated to pay the downpayment. To do otherwise would constitute "unjust enrichment", something the law disfavors. At this point, if you do not pay you can be sued. So you need to pay any money owed ASAP. And this makes sense when you think about it; the fact is that if you had been accidentally overcharged you would be entitled to be reimbursed.
