Is there any legal reason that a business is required to give a refund?

We sell tickets for transportation to commuters. Our website states the tickets are valid for 3 months and when the tickets are given to the commuter the 3 months that they are valid are on them. Our policy is that we do not refund or accept tickets past the valid date.

You would typically only need to provide a refund either 1) per your voluntarily adopted refund policies; or 2) if you do not or cannot provide what you were paid for. For example: the tickets you deliver to the commuters are not accepted for some reason during the 3 months for which they should be honored--if that happened, you would have to refund the money paid for the invalid tickets (but might in turn have a cause of action against whatever business, etc. refused to honor what they should have).
