Are all owners of a vehicle responsible even if only one of the owners has the accident
A young man struck me in a car that is co-
owned by his parents. Are all of the owners
personally liable since the insurance on the
vehicle was the state minimum in California?

All registered owners of the vehicle are liable. In a lawsuit for negligence, you would name the parents and the son as defendants because all of them are registered owners of the vehicle that was at fault in the accident.
