Are employer’s able to deny a wife her husband’s paycheck after getting notified that he’s in jail?
The wife has written permission from the husband from jail but yet they denied her the check.

The employer does not need to rely on the wife's alleged written permission, since (among other things) they do not know if it's valid or forged. The best course would be for the employer to mail the check, in some way they can prove delivery to his address; that will discharge their responsibility and what happens to the check after that is not their concern.
