If your employer has you wait to clock in but without giving you the freedom to come and go as you please, then that is considered compensable work time, so you need to be paid for it even though you are not "on the clock". If your employer is doing this to you or your co-workers, they are breaking the law so you can either contact your state's department of labor to file a wage claim or consult with an employment law attorney.
