Can a company stop a person from hiring co-workers after said person quits?
Signed a paper saying if leave company for a competing company that I cant hire co-workers for year after leaving. However, it also says I was to get an exit interview which never happened.

Yes, you contractually agreed to not hire your co-workers for one year: that agreement is legal and enforceable. The lack of an exit interview will not affect the validity of the agreement: the lack of an exit interview is not a "material," or important, breach of the agreement and will not free you of your obligations under it.
