Generally, there is no sweeping rule that disallows a felon from getting a passport, however, you still have to file the application for a passport and that application has to approved by the government. Having a felony on your criminal record is not a complete bar from getting a passport, but it is something government can take into consideration before issuing or ultimately denying the passport application. If however you currently owe an outstanding balance for child support, then your passport will not be approved until the balance is paid off or payment arrangements are made with the court.
