Can a gas station make an employee pay for fuel drive-offs?
Rather than making the pumps pre-pay, the owner is going to make us start paying for drive-offs. Can they do this to us?

Yes, unfortunately your employer can do this. That is unless you have an employment agreement, union contract to the contrary, or this violates your employer's own company policy. However, while your employer can make you pay for drive-offs, it can only so for for any incidents going forward. In other words it can't charge you for any previous drive-offs. Additionally, no automatic deductions can be made from your paycheck without your consent or prior notice.
